Evaluation team

The evaluation team comprises top-level evaluators, development specialists, and career researchers in different disciplines. Several members can themselves draw on long and close involvements in starting, directing and evaluating think tanks. The evaluators have special responsibilities relating to different groups of grantee institutions on a regional basis. The evaluation team is presented below.

Dr. Ian Christoplos (Sweden), Team Leader, is an international development evaluator, consultant and researcher with more than 30 years experience. He has conducted 70 evaluations and research assignments including those for bilateral agencies, international organizations and research institutes. Ian recently led 13 evaluations of a range of development programs including complex reviews in Kenya, Albania and Zimbabwe. Professor Adam Pain (UK), Core Team Evaluator, with a background as an academic, a practitioner and an evaluator and is since 2006 a visiting professor at the Department of Urban and Rural Development, Swedish University of Agricultural Science (SLU), Sweden. He has experience from managing and evaluating research programs, policy making processes and capacity building initiatives. Bernard Wood (Canada) Quality Assurance Advisor and Learning/ Accompaniment Coordinator. He has 30 years of research and policy analysis experience as a parliamentary advisor, government official, the director of two think tanks, and a senior multilateral officer and has led more than 20 complex international evaluations and studies. As Team Leader of the Paris Declaration Evaluation, the largest development evaluation ever undertaken, Bernard accepted the 2012 Outstanding Evaluation of the Year award from the American Evaluation Association. Bernard has the overall substantive responsibility for the learning and accompaniment aspects of the evaluation. Provide written quality assurance at key reporting milestones. Dr. Francisco Sagasti (Peru), Core Team Evaluator, with 40 years of theoretical and practical experience in international development. As well as setting up two policy-oriented think tanks, Francisco has been a senior advisor to a wide range of private, international, public sector and civil society organizations. He has extensive experience in the design, establishment, finance and management of policy think tanks. Lead role for implementation, dialogue and reporting in Latin America. Jups Kluyskens (The Netherlands), Core Team Evaluator, Jups is an Evaluation, Governance and Public Sector Management specialist with more than 25 experience in public sector and civil service reform, decentralization, anti-corruption, capacity building and institutional development, aid architecture and aid modalities in Asia and Africa. Anna Liljelund Hedqvist (Sweden), Evaluation Manager at NIRAS Indevelop for the evaluation. Anna works full time with implementing evaluations, both in management capacity, developing evaluation methods, conducting evaluations and quality assurance in accordance evaluation quality standards.
