Khalil has over 26 years of experience in working with civil society on
governance, human rights, peace-building, and legal regulatory reform.  He is well versed in rights based approaches; especially, HRBA. His is an experienced programme designer, leader, quality assurer, and an evaluator in the following MENA countries: Palestine, Egypt, Lebanon, and Jordan. Through working with multi-disciplinary teams, he has managed and evaluated different types of programmes using OECD/DAC evaluation criteria coupled with a mix of methods and approaches including: Outcome Mapping, Theory of Change, conflict sensitivity, and Do No Harm.  His experience with donors include: USAID, Danida, SDC, NORAD and Netherlands.  He has extensive knowledge of Sida strategies, approaches and work in as an evaluator and as programme director of the current major Sida funded project in Palestine – HR and IHL Secretariat.  Khalil has a degree in law and has practiced law for 10 years.
