Catharina has a Bsc in Political Science and Public Administration, withpost graduate studies in Pedagogical Leadership and over 20 years of experience in development cooperation. Her focus has been on Public Sector Reform; public finance management, budgetary processes, organizational and institutional development. Her areas of expertise include change management, human resource development, leadership development, HRBA, gender mainstreaming and Managing for Development Results.She has worked extensively with strengthening implementation of national gender equality strategies, effective gender mainstreaming, gender analysis and gender budgeting and women’s economic empowerment with focus on labor market, pension systems , land rights, education sector.
She has extensive experience as expert, project manager and has been in a managerial position since 2002. As an experienced development practitioner she has had multiple roles, including team leader, advisor, facilitator, management consultant.
She is one of the leading experts in Gender Responsive Budgeting, with over ten years’ experience in capacity development, piloting and implementing gender budgeting initiatives. She was project leader under the Nordic Council of Ministers in development of the Nordic approach to integrating a gender perspective in public strategy- and budgetary processes. She is currently Project Director for a five year Gender Budgeting project in Ukraine, with Ministry of Finance as the mail client financed by Sida.
Her regional experience covers Southern and Eastern Africa, Eastern Europe, the Balkans, the Baltics and South East Asia.
Catharina is fluent in English and Swedish.
